pyphi.formalism.queries.phi(cs, mechanism, purview, **kwargs)

Return the φ of a mechanism over a purview: the minimum of the cause and effect MIP φ values. The effect MIP is not evaluated when the cause MIP’s φ is already 0, since φ values are non-negative.
